INSTITUTE FOR CONTINUING AND ADULT EDUCATION


The General Secretariat for Lifelong Learning of the Hellenic Ministry of Education, Lifelong Learning and Religious Affairs according to the Law 3879/2010 has the mission to draw the public lifelong learning policy, shape the relevant rules, design the National Lifelong Learning Programme, as well as supervise their implementation.

The responsibilities of the General Secretariat for Lifelong Learning (article 6, Law 3879/2010) are the following:

  • Supervision and management of the National System for Linking Vocational Education and Training with Employment (ΕΣΣΕΕΚΑ) and specifically the management of initial and continuing vocational training systems and their connection with the rest of ΕΣΣΕΕΚΑ systems.
  • Supervision and management of the general adult education system.
  • Development of the educational framework for all the initial and continuing vocational training and generally of the non formal education.
  • Introduction of the necessary regulatory acts that will enable the implementation of the Law 3879/2010.
  • Organisation, operation and management of Second Chance Schools (ΣΔΕ), public Vocational Training Institutes (IEK), Parents Schools and other structures and programmes of the general adult educationsystem.
  • Provision for the delimitation of the initial and continuing vocational training and vocational education, as well as their harmonisation and connection.
  • Coordination and evaluation of the National Lifelong Learning Network’s functions and its outcomes; the redefinition of objectives and the redesigning of its functions (where and if necessary), as well as the adoption of measures for the improvement of the effectiveness and enhancement of their quality. 
  • Support of the National Lifelong Learning Network’sbodies; the organisation and co-ordination of their systemic and external relations, as well as the continuing improvement of the patterns and means of the Network.
  • Co-operation with international, European, or bodies of other countries that have similar scope; representation of the Hellenic Ministry of Education, Lifelong Learning and Religious Affairs in lifelong learning related international or european organisations and the observation of international and European developments on lifelong learning aspects.   
  • Conduct of necessary research, studies and expert surveys; organisation of relevant events (e.g. conferences) and promotion of innovation aiming to enhance quality and effectiveness of lifelong learning activities and the policy measures in use.
  • Design and management of national importance lifelong learning programmes, those concerning national and expatriate population.
  • Study and utilisation of best practices at European and international level; management of EC funded programmes.
  • Provision for the incorporation of adult education principles and methods, for the use of new technologies and the promotion of a digital environment to the lifelong learning programmes (including distant learning programmes). The incorporation of the aforementioned methods will be conducted towards developing a suitable educational material and providing continuously training and appraisal of educators.  
  • Provision for quality assurance and evaluation of services provided concerning training and general adult education.
  • Provision for the participation of members of vulnerable social groups to lifelong learning programmes.
  • Provision for the training of members of volunteer groups for civil protection in the framework of the national programme for risk and crisis management and emergency needs assessment.
  • Provision for the training and continuing support of staff of relevant departments and bodies that provide lifelong learning services at Prefectures and Municipalities.
  • Provision for the formation and administrative management of Network’s registers.
  • Provision for providing incentives and implementing communication and awareness strategies with the aim to increase adult’s participation in lifelong learning structures and programmes.
  • Co-operation with the National Center for Vocational Orientation (Ε.Κ.Ε.Π.) on issues related to counseling and vocational guidance that interest bodies of non-formal education system.
  • Co-operation with the National Accreditation Center for Continuing Vocational Training (Ε.ΚΕ.ΠΙΣ.) on issues related to accreditation of non-formal education system’s inputs.
  • Co-operation with the National Organisation for the Certification of Qualifications (Ε.Ο.Π.Π.) on issues related to accreditation of non-formal education and informal learning systems’ outputs.
  • Co-operation with the Institute for Continuing and Adult Education (Ι.Δ.ΕΚ.Ε.) on issues related to scientific support of the National Lifelong Learning Programme and evaluation of the National Lifelong Learning Network.
  • Organisation of the monitoring and evaluation system of the National Lifelong Learning Network. The General Secretariat for Lifelong Learning prepares annual reports on lifelong learning in Greece.
  • Definition of the minimum evaluation standards for the provided educational services at local, regional and national level.
  • Conducting external evaluation of the National Lifelong Learning Network every three years with the support of specialists from EC and international organisations.  


Moreover, the General Secretariat for Lifelong Learning has been nominated as the European Qualifications Framework (EQF) National Co-ordination Point, and among other responsibilities, it coordinates all the activities aimed at the National Qualifications Framework (NQF) dissemination such as Conferences, Workshops and Technical Seminars.

The General Secretariat for Lifelong Learning has delegated the carrying out of the EU co-funded project ‘Common Grounds for Referencing NQFs and SQFs to the EQF to the Institute for Continuing and Adult Education (Ι.Δ.ΕΚ.Ε.). Based on the Law on Lifelong Learning (Law 3879/2010) the Ι.Δ.ΕΚ.Ε. is one of the lifelong learning services providers in Greece. In addition, the General Secretariat for Lifelong Learning co-operates with Ι.Δ.ΕΚ.Ε. on issues related to scientific support of the National Lifelong Learning Programme and evaluation of the National Lifelong Learning Network.
